Impact panel missing "People in poverty" indicator #89

In #88 we added the impact panel to area page. We couldn't add "People in poverty" indicador because it is not available in the source data. A screen capture of the current implementation is available here.

Here is a sample of the data we currently have:

@vgeorge to confirm, the "People in poverty" data should fill the headline number on the right in the figma designs?

@cameronkruse can you confirm that the final data will have "People in poverty" included? Is there an alternative we could use in the meantime/if not?

@wrynearson yes, the indicator 'People in Poverty' would be the headline number on the right side. One thing is unclear to me, should the headline indicator (population and people in poverty) be an aggregation of all areas or just the producing area?
