Boost/1.83.0-GCC-13.2.0 easybuild script points to bad source url #22152

Hi Team

It appears that the Boost/1.83.0-GCC-13.2.0 easybuild script points to a source url that is no longer valid.

The current script points to

source_urls = ['https://boostorg.jfrog.io/artifactory/main/release/%(version)s/source/']

it needs to be updated and pointed to the following:

source_urls = ['https://archives.boost.io/release/1.83.0/source/']

The checksum value is correct.
