Move utilities to new package

Some of the utility code will likely be useful for the ECDC forecasting model and potentially in any refactoring of the US forecasting approach (though not needed at this time).

@nikosbosse did you set up a package for this already? This way we could remove the stan dependency for the utilities but keep the code nicely organised.
