Modify fathom net upload page to allow users to select license options

Amend FathomNet Database:

• Updated data use policy
• Allows users to select license when uploading dataset (license is already part of DarwinCore)
• Display corresponding license for each image. Note that an image can belong to more than one upload, which each may have a different license, so we may have to show a few licenses for each image.
