Right now all users would have full api access. We need to add permissions for different tiers.

Requirements

At least two separate tiers of roles to allow full, part, or no permissions
Bot Admin (owners, admins, the bot, full permissions)
Some sort of testing role with get permissions ONLY
All other users will be regular users (these will likely be regular bot users in the future, they should have NO access to backend or api)
