Acceptance critera

As mapstore administrator I want to be able to associate some attributes to the user.
A usergroup can have many attributes with the same name
The rest interface should allow to read and edit the attributes
The rest interface allows to search groups by attribute with a filter.
Migration scripts are needed (to add the table for group attributes)
Update initialization scripts with the new tables and attributes
