New Feature: create-gcosmos-app

We should create a create-gcosmos-app (akin to the infamous create-react-app) that is the barebones boilerplate and uses spawn and imports gcosmos to create a minimal gcosmos chain with a stubbed out custom module. Giving devs a quick way to see where they can make changes and show them how their changes work is powerful.
