Citus workers consume too much memory under load

Description

Citus worker nodes consume a lot of memory when there's high query load. While it's normal for a postgresql server to utilize as much memory as it's available when there are may database connections and many queries, primarily for performance, measures must be taken to mitigate the risk of hitting system memory limit thus OOM killed.

Steps to reproduce

• replay mainnet na REST service traffic in staging and observe citus worker nodes memory usage
