🐛 Downloaded Submitted Data Error TSV report does not match submitted data view table

Describe the bug

The errors reported in the downloaded TSV error report does not match what is shown in the submitted data table view.

Steps To Reproduce

Link to view Treatment data in "Submitted Data" view in TEST-CA program on Staging: https://platform.staging.icgc-argo.org/submission/program/TEST-CA/clinical-data?donorId=&tab=treatment

Steps to reproduce the behaviour:

1. Click on "Error Report" to download TSV file of errors: ERROR_report.csv
2. Reported errors in TSV file do not match what user sees in table. Examples:

• Incorrect number of errors reported.
• Errors reported for rows that do not exist in current view
  

Submitted Data view:

3. Change pagination to '100 rows'. Downloaded TSV error report is correct with one exception (logged as a separate ticket in 🐛 Clinical exception values reported as errors in Submitted Data view #1042)

Expected behaviour

Errors reported in downloaded TSV error report file should match table showing in Submitted Data view.
