Change host-id CLI arg to writer-id in influxdb3 serve command #25790

Problem statement

The --host-id argument used in the influxdb3 serve command isn't actually tied to any specific host. It's just a generic string identifier that indicates that whichever host uses that is the only one that can write data to the paths down from that spot in object store.

Proposed solution

Change the --host-id argument to --writer-id.
