Global notifications ignore "Notify Room" #121

We setup three default notifications.

On success
On failure
On unstable
After a while chats get flooded with the first notifications so we decide to unmark "Notify Room" in global setup. This does not change anything if nothing else is configured inside the specific job.

TODO: Take care of global "Notify Room" in all cases.
