Ensure ingress conformance passes in mesh mode #584

Prior to #583 ingress conformance tests were being run only in non-mesh mode. Setting up the mesh property causes visibility to fail consistently (in my local cluster).

Thus this issue is for two things:

  1. fix the conformance tests in mesh mode
  2. re-enable the conformance tests precompute istio manifests #583 disabled
