We should update the DEVELOPMENT.MD documentation to include a guide on how to set up Policy Reporter locally using a Kind cluster, similar to the policy-reporter-ui.

Additionally, plugins/policy-reporter/dev/index.tsx should be updated to work with the sample PolicyReports included in the Kind cluster.
