Blocks rendered outside the theme interface

Hi, this is wonderful theme Klass, we are using it extensively in our Moodle instance!

I am having an issue with displaying Exabis Library block - it appears outside of the theme with the path /blocks/exalib/index.php, while in Boost, Fordson and other themes it is displayed as expected, within the Moodle/theme interface. Could you please advice how to address this issue - is it theme or plugin related? BTW the same happens with the message after user registration and probably other blocks as well.
