Use the opened file instead of project path (command palette) #16

When launching a log or a blame, it uses the project's path instead of the opened file when launched from the command palette.

Currently this is set globally for all commands to one or the other:
https://github.com/m-hall/HypnotoadSVN/blob/master/docs/settings.md#command-base-files

I can definitely see a use for having certian "on this file" commands always available though. When I get some time I will try to add those.
