There's an interface issue between the current horticulturalist bootstrap script and the most current version of horticulturalist in NPM. This is resulting in delayed/failed bootstrapping of medic-api and medic-sentinel. Figure out what's wrong where, and fix it.

It also appears that the DOCKER_HORTI_BOOTSTRAP option is now being ignored somehow. Requesting a bootstrap to a branch bootstraps to master. Needs fixing.
