Windows sent to the back with Alt-Esc sometimes come to the front again #1294

Repro Steps

Have two overlapping WSL windows.
Send the top one to the back.
Click on the (now) top one to give it focus, in an area which overlaps the underlying window.

Expected Behavior

The top window gets the focus, because that's the one I clicked on.

Actual Behavior

The window I sent to the back rises to the top again.

This does not always happen, but when it does, I can go through repeated cycles of seeing the same behaviour. I'm not sure if it stays doing this until WSL dies, or if it will ever recover.

Download and execute collect-wsl-logs.ps1 in an administrative powershell prompt:

Invoke-WebRequest -UseBasicParsing "https://raw.githubusercontent.com/microsoft/WSL/master/diagnostics/collect-wsl-logs.ps1" -OutFile collect-wsl-logs.ps1
Set-ExecutionPolicy Bypass -Scope Process -Force
.\collect-wsl-logs.ps1

The script will output the path of the log file once done.

If this is a networking issue, please use collect-networking-logs.ps1, following the instructions here

Once completed please upload the output files to this Github issue.

Took a while for it to reproduce at a point when I wasn't trying to get something done Right Now, so here's the logs.
WslLogs-2024-11-07_11-08-45.zip

This had at least one occurrence of the window at the back returning to the front when clicking on something in front of it, and many occurrences of Alt-Esc failing to send the selected window to the back.
