Use Trusted Publisher action for publishing to pypi

To be consistent with the DE mojap packages, it would be sensible to publish via PyPI's Trusted Publishers feature rather than the API token. I have set this up on the pypi side, so all you would need to do would be to update the github action. The pydbtools action can be used as a template
