Unfortunately there does not seem to be a means by which we could construct a BQ URL that would contain a set of query parameters to include as a link.
As a secondary means I thought we might be able to dynamically generate the query in the pipeline and save it via the BQ API (since saved queries can be referenced by a URL) but looks like the API does not support this and it's only available as a UI function.
What do you think about just including a SQL statement in the notification along with a link to the place to enter it? It's not quite as nice but might be good enough for what we want.

Provide a link with notification that results in a query to pull up applicable alerts.
