Comments: Restrict to own requests

In part because of moderation burden and potential regulatory issues, we want to be able to limit comments such that users can only create them on requests they themselves have made.

Ideally we want re-user Alavetelis to have flexibility in how/whether they apply this, but only if it doesn't introduce excessive complexity.
