Add Telegram Bot Notifications

Currently, the ‘old’ version via Notify is still used for Telegram, there is an improved version via Telegram Bot which allows an improved configuration directly from the GUI.

Add the great Telegram Notification actions

Alarmo can already be used to set up notifications with any integration.
It checks for all notify entities / actions in your HA configuration.
So there is no need for additional code specific to the telegram integration.
