Add GitHub Action to automate adding new Issues and PRs to the Project board

Problem

GitHub Project's native auto-add workflow supports a maximum of 20 repos even if we pay the highest subscription plan, which is insufficient to support all noir-lang's development repos, including our standalone libraries.

This means we have to manually link all new Issues and PRs in these repos to the Project board in order to better manage them if we do not find a way to automate it.

Happy Case

Add a GitHub Action e.g. https://github.com/actions/add-to-project in this template (and retroactively to all existing repos later) to automate adding all new Issues and PRs in noir-lang repos to the Project board.
