We should move the openvpn service that currently runs on openvpn-server1.prod.ooni.io over to digital ocean.

This task is about:

Creating an ansible role for an openvpn server deployment
Adding terraform configs to provision the host
Deploying new openvpn test helper to new host
Changing DNS configuration to point to the new host
Discontinue the legacy host
