Auth server should use notification service for sending mail and sms

The API has a new notification service, that can send messages through email and sms. Templates for these messages can be edited using the admin server. More about this in the docs

To simplify the sending of messages and maintenance of templates and reduce the number of dependencies the auth server should use this notification service for login emails etc.
