Re-establish public-facing analytics with GA4

Descriptive summary

We lost access to analytics pages/data in SA as a result of the Google Analytics 3 to 4 migration in July 2023. Those statistics are important to depositing scholars for measuring impact of their work through SA@OSU, and should be restored.

This problem is across Hyrax, so we may be able to use a community provided fix. See samvera/hyrax#5970

The public-facing data should include the historical data from GA3 for works as well; this could be ticketed separately if appropriate.

Expected behavior

Users should be able to see counts of downloads and page views for works that are pulled from Google Analytics data.

Actual behavior

No analytics are available within SA.

• Preserve Google Analytics 3 legacy data for SA #2599 for rescuing legacy data
