Add function to ensure Transaction Deadline

In order to implement the Transaction Deadline feature within additional Transaction Settings (screenshot attached below), we'll require a function on the periphery contracts to ensure a build() or unwind() occurs within a certain time limit to ensure users can receive a certain price.
