Describe the problem
The pre-commit hooks we setup are not working when placed in submodules.

Due to developer experience, it makes sense to get it "fixed", by either creating the hooks at the appropriate place (e.g. the location of hooks for the pkp-lib submodule lives on .git\modules\lib\pkp\hooks) or changing something at the workflow (e.g. auto-format on commit, code editor extension, etc.).
