Make frequency of stream processing print line configurable #1

Sample line:

20:00:29 [ INFO] /core/_buffer.hh(195): write stream <0x7f8024001050> processed <599000> requests

The frequency with which that line is printed should be configurable. Right now it's hard-coded to be every 1000 requests.
