Add localStorage common module

For ease of use discord got their wrapper on local storage which could be gotten by webpack.getExportsForProps(webpack.getBySource("delete window.localStorage"), "getAfterRefresh")

Why should this be added?

Should be added to common module for ease of use by replugged devs
