I can confirm your assumption. Doesn't work on my Pi Zero W. |
If all you are doing is using this to support headless on a new install (as opposed to moving it around) you can use something like this to set up the card initially (on Windows anyway.) I drag a Zero around with me as well, so I'd like to see this addressed. If I get un-lazy I may have a look and make a PR if I can. |

The longer answer:
if that shows it is masked, run the following to enable it. The last 2 should be run by raspberry-wifi-conf already, but you can run it manually to see if its good.
