As developers we need to refactor the Ont Runs Pinia store and remove the Ont Runs Vuex store so we can remove Vuex

• rename OntRuns Pinia store to OntRunCreate Pinia store and update any references
• move fetchOntRuns to to newly created OntRuns Pinia store
• update any associated mutations and state
• move any utility functions to the utilities folder
