Bug description
Hello Signal team,
It seems that the issue with the registration process hasn't been fixed (previous bug #1511).
In Argentina, the international cellphone number code is +549, but Signal allows users to register without including the 9 (just +54). As a result, there could be a mismatch between the registered number and the number in the contact list, and Signal is unable to identify that the number starting with +54 is the same as the one starting with +549 and vice versa.
For example, if I register my mobile number as +5491234567890 (the full international number) and my friends don't have me in their contact list with the full international number (e.g. 123 4567890), they won't find me in the Signal app, and I won't find them either.
Similarly, if I have my friends in my contact list with their full international number, but they register without using the international code (e.g. +54 123 4567891, missing the 9), I won't find them in the Signal app, and they won't find me either.
My suggestion is that the application should require registration with the valid international phone code and also identify that the numbers +5491234567890 and +541234567890 are the same.
