New isced:levels

On the wiki, english description talks about the old version of ISCED (isced 1997) with 6 levels : https://wiki.openstreetmap.org/wiki/Key:isced:level

But on this page, you can see here that some countries are using the new ISCED 2011 with 8 levels (see Argentina, Bolivia, China, France, Germany...).

It should be great to add presets for isced:level=7 and isced:level=8

This would seem to require a isced2011:level or similar tag that doesn't seem to exist.
