Power Street Cabinet: fix deprecation

Probably the preset for "Power Street cabinet" needs a little update to be compliant with recent OpenStreetMap deprecations :)

From:

man_made=street_cabinet
street_cabinet=power

To:

man_made=street_cabinet
utility=power

My comments on the utility proposal still hold. The street_cabinet tag was well established and there was absolutely no reason to "deprecate" the street_cabinet sub values.

I understand your opinion against this approved proposal and I'm sorry. I was just trying to be nice with OpenStreetMap while using Vespucci, without causing extra deprecation warnings.
