Layering / z order

Some converted files come out with reasonable layering others do not.

In pydm the layering is determined by order widgets are written in the XML. Except there is some layering that can appear at the end of the .ui file after all of the widgets are defined.

I think EDM has something similar to this than can be exploited and copied over to pydm
