Update create_astrometric_catalog to use stwcs version of build_wcs

Issue HLA-1227 was created on JIRA by Steve Goldman:

In astrometric_utils.py line 270 update the reference to the internal function build_reference_wcs and instead use stwcs.updatewcs.astrometry_utils.build_reference_wcs. If possible remove the internal version of the function.
