Issue RCAL-969 was created on JIRA by David Davis:

Include the ra_center and dec_center in the asn header skycell_wcs_info in addition to the projection center.

Updating this ticket to include changes to the pipeline to read the coordinate header information and use that to construct the skycell images.

This should also include documentation updates to describe these changes.
