Implement test for approving tribe member request

Base branch: develop

Purpose

Prove ability to create a private tribe and approve member requests

Success condition

The tribe is created and the member joins the tribe once request is approved by the admin

Steps

Create a private tribe
Induce the remote server to request joining that tribe
Approve tribe membership
Induce the remote server to send at least one message
Confirm receipt of that message in the new tribe

Acceptance Criteria

Run test successfully
