Create new processors package

We would like to create new processors package to contain all new processors that can be used for data processing and transformations.

The initial commit to the processors package should move the current "transforms" (same as a processor but named differently) from stellar-etl into the new package.

• Only do minor edits to the existing files such as dependency resolution
• Create follow up PRs to modify the processors as needed
