I've been wondering why we display UTC in the UI rather than local time, and similarly in the discovery report. It makes sense for them all to be the same ... but ...

do we have pre-assembly users that aren't local to pacific time zone? Would it be worth the work (probably an hour or two) if we used local time and put "(pacific)" on the end of it?
