Implement Backup of Volumes and certain Manifests

A backup solution for certain manifests and volumes

Use Case

In case of a cluster recovery, it is sometimes handy to have a backup to restore from. This does not apply to all manifests, since most of them should be generated via infrastructure as code.

Proposed Solution

Integrate Velero backup for volumes and manifests. The manifests should have an annotation for hinting that they should be backed up. Default should be no backup/
