Could we use a Bluetooth PAN on Android?

It isn't clear if the BluetoothPan functionality is available at the API level to unprivileged applications nor is it completely clear if we can run the PAN without having it be bridged to the phones WiFi or Cell connectivity. We just don't know! Arg!

For now this will live in Icebox because we aren't going to change our Bluetooth approach right now.
