Write a frame capture (?v4l2?) driver for LiteVideo #9

A frame capture driver is a little harder.

Need to set up buffer space in memory.
Need to set the CSR registers correctly.
Need to populate the EDID ROM with the correct contents.
Need to service the interrupt and update the frame buffer pointers quickly enough.
