[BUG] CSF is not installed

CSF do not maintain the allowed ips and other manual configurations after the update of CP. 2.3.9
CSF is not installed by default, the update uninstall CSF.

Hi @usmannasir please check this out.
It's not just an issue in 2.3.9 but has been here since the reinstating of CSF.

Every upgrade of Cyberpanel is completely removing CSF (Inclusive of all configuration, allows, denies etc) and then reinstalls csf.
This is not practical as we have to restore the settings from backup every time we run the update.
