The VUI Window Manager (WM) does work, but not in the way expected nor does it solve an obvious problem.
A user would likely think or want the WM to allow opening and closing or switching between any App/UI it contains. Instead, the WM does tiling (multiple UIs shown as smaller versions and next to each other at the same time) or dragging around multiple Apps/UIs inside of a larger UI. That's fine.
However, a significant issue of VUI (based on Sokol), is switching between UIs. If an UI is running and then another is loaded at the same time, so there are now 2 UIs, closing one them will cause both to crash.
Thus, it appears the point of the WM, should also be to allow gracefully switching between UIs. The user can see 1 UI at a time. It can "close" the present UI and then "open" a new UI. And allow to keep switching back and forth between any UI specified (1 at a time).
An example of this "1 UI at a time switch concept", can be seen with the MUI UI toolkit (MWM).
