• Decline the draft

What happens?

• Two declnies

What should have happened instead?

• One decline

Notes

• maybe run an algorithm before processing a decline or reject. this algorithm would look for {{AfC submission}} templates in the {{AfC submission}} or {{AfC submission|t}} state, and delete all but one of them
