Cannot assign comsume/publish permission of a Internal queue role when two queues exist with the same name

Steps to reproduce

1. Login as super tenant and create a queue named "testq"
2. Now create another queue named "TestQ"
   (When you create the two queues none of the queues will get assigned consume/publish permissions of the default internal role of the queue)
3. Now open the created queue and try to assign "consume" permission of the relevant role.
   Issue : Cannot assign the permission to the queue. The permission is not getting assigned
