Improved cache response on error

• Now errors cause the cache to be repopulated earlier
• Initial cache response also improved

Fix loss of cached results

• Fixes cached ISPyB results that are lost when the connection is lost
• Now any cached results are returned on connection failure

Xtalforms tag renamed to crystalform (issue 1324)

• Security cache now reduced to 2 minutes
