A parallel job handler is needed

Boinc will allow us to parallelise the running of many tests to get things like sets of simulations done quickly.

List of open issues at the moment:

• Batch process code needs to be made python 3 compatible.
• Change the report deadline to some thing lower than 7 days. (make it configurable)
• Check why input files are not deleted on the server even after the batch is assimilated.
• Look into jobs being aborted due to client timing out.
• Test aec with FLAC encoded inputs
• Add support for creating applications using a Makefile

All the issues mentioned in my comment above have been fixed. The remaining things (that are not necessarily boinc related) having been captured as issues in the appropriate repos.
