Switching version info back to the in-between releases scheme #1255

@adam-urbanczyk @lorenzncode When we're ready, this will switch the version numbers back to dev versions. We should also figure out how to address #1252 for these periods between releases, although I'm not sure I fully understand why conda is reporting 0.0.0.

@lorenzncode @adam-urbanczyk I've tested the 2.2.0 conda package and things look fine. I'm going to go ahead and merge this so that we can start reviewing new PRs that will go into 2.3.0.
